If Donald Trump wins, does it point to a strong influence by the FBI?

I think if Donald Trump does win, then there is no doubt that the FBI influenced the election.
I suppose it could be possible that they broke protocol due to facts that they cannot reveal right now.
But all the facts seem to point to a general sort of confusion. As I read Comey’s statement, it seems that he is not even saying anything of substance will ever be revealed. He seems to just be alerting us to the vague possibility of some pertinent emails being in this latest batch.
It’s puzzling. Why he has done this, against, it seems all protocol and policy; against the legal advice of the Department of Justice? Some suggest partisan tampering, that Comey is just pulling for Trump and going all out; but the most likely theory I have read is that he is under a sort of peer pressure at the FBI, where apparently Hillary Clinton is not popular — so much so it seems that several FBI agents resigned last summer when the FBI found no evidence of wrong doing on Clinton’s part.
It is no surprise that the FBI tend to support the right-wing: they are, after all, cops. Comey himself is a Republican.
In short, I dont think that is what is really going on though. It seems to me that Comey’s actions point more to an internal FBI muddle, a general confusion about what to do about these two candidates, both of whom are being investigated for different reasons, than anything else.
