Not Cregan Stark.
Cregan Stark was the Warden of the North during the Dance of the Dragons, the Civil War fought between Rhaenyra and her supporters(the Blacks) and Aegon II and his supporters (The Greens). He came down from the North but before he could join battle for the Blacks' side, Aegon II had been poisoned.
He was appointed hand of the King for the then-11-year-old Aegon III, a term of office which he held for only one (highly effective) days. He arrested 22 of the alleged poisoners of Aegon II, gave them trials, executed a couple and sent the rest to the Wall.
He resigned the Handship the next day and went back to the North. He and Aegon III were strong allies from that time and as a 'reward' for his services, he married Black Aly Blackwood.
Say what you want, Cregan Stark kicked ass.
